M. Modeste Shabani bin Sweni est le responsable de la radio Santi ya Mkaaji. D’après lui, les médias ont un rôle important dans le développement de l’agriculture, raison pour laquelle il faudrait appuyer les médias communautaires et associatifs qui se trouvent au sein des réalités villageoises. Il critique le fait que les médias implantés dans les villes sont les premiers à bénéficier du support extérieur, même s’ils ne se tournent pas vers les problèmes des populations rurales. Face aux divers problèmes d’infrastructure (transport, transformation etc.) le processus de développement de l’agriculture devient difficile. L’aide pour renforcer les capacités locales de gestion et aider les médias communautaires et associatifs à jouer leur rôle de catalyseur dans le développement des populations rurales s’impose.

Brussels, 11 December 2008. Antonique Koning from the EU/ACP Microfinance Programme shares with us the lessons that she takes home from the Brussels Briefing on "How does international migration affect ACP rural development?". She underlines the increasing attention on remittances, and how these are not decline in spite of the current global financial crisis. There is however a need for more and better data on trends in remittances, and according to these data take decisions that can foster this transfer of capitals. Further, there's a clear link between remittances and microfinance, but these linkages need to be fostered and strong financial institutions need to be put in place so that this transfer of money can be translated into savings and investments.

Bruxelles, 11 décembre 2008. En tant que participant au Briefing sur le Développement à Bruxelles sur « La migration internationale affecte-t-elle le développement rural ACP ? », Olivier Le Masson (GRDR) partage ses réflexions sur les discussions de la journée. Parmi les différents cas et expériences présentés, il a notamment apprécié les interventions de Ken Ndiaye et Peter Hansen. A son avis, la reconnaissance actuelle du rôle des migrants en tant qu'acteurs du développement est plutôt paradoxale. Son organisation s'est penchée sur la thématique depuis une quarantaine d'années déjà, partant de la perspective du soi-disant « co-développement » qui adresse des questions de migration, citoyenneté, et migration affectant l'Afrique et l'Europe.
Le point de départ est que l'on devrait considérer la migration comme une valeur ajoutée pour le pays d'origine ainsi que pour le pays de destination. En plus, M. Le Masson loue la proposition d'Oxfam Novib pour la création d'une plateforme d'associations européennes de migrants, et la promotion de liens entre les organisations de migrants et les organisations de développement.

Au Togo, les politiques récentes de relance économique ont encouragé les envois de fonds par la diaspora pour financer les projets de développement et en même temps fait diminuer la fuite des cerveaux. En plus, une commission a été créée, réunissant des représentants du gouvernement, de la société civile et des organisations de la diaspora, dans le but d'échanger des expériences et d'arriver à une solution conjointe de la question de la migration et le développement.

Participant au deuxième panel du Briefing sur le Développement à Bruxelles sur « La migration internationale affecte-t-elle le développement rural ACP ? », Ken Ndiaye, migrant originaire du Sénégal et entrepreneur en Belgique, présente ses réflexions sur les discussions de la journée. A son avis il est important de refocaliser le débat sur la migration, le rôle des diasporas et le développment : les diasporas ont toujours été des acteurs du développment, et il est regrettable que cela vient d'être reconnu sans pour autant être considéré dans la bonne perspective. Par conséquent, il est nécessaire de clarifier la question et d'utiliser la même définition pour comprendre la position des diasporas et leur potentiel dans le développement.

Speaking in the second panel of the Brussels Development Briefing on 'How does international migration affect ACP rural development?', Leila Rispens-Noel (Oxfam Novib), presents the experience of her organisation in engaging with migrants organisations in the Netherlands. For ten years, Oxfam Novib has been supporting migrants and Diasporas organisations, by supporting capacity development and providing technical and financial assistance. These interventions are geared to allow migrants to empower themselves, be able to speak for themselves and engage with policy makers and development agencies, at different level and in different fields. Further, recognising the increasing interest that the EU has in the issue of migration, she reminds us that it's important to translate this interest and this commitment into action. Positively, according to Leila we're witnessing good signals of implementation of these promises. She concludes by encouraging a broad cooperation among all stakeholders, being them migrants organisations, private sector, governments, development agencies, not to miss the opportunity to make migration work for development.

Understanding the meaning of remittances and the importance of the local context

Brussels, 11 December 2008. Speaking in the first panel of the Brussels Development Briefing on "How does international migration affect ACP rural development?", Mr.Peter Hansen (DIIS) argues that he's a bit skeptical about the current debate on remittances. According to him, many developing countries are suddenly interested in remittances as a way to provide for social services, which instead is sole responsibility of governments. Further, when looking at the case of Somalia, Mr. Hansen argues that the idea of formalising remittances may not be the best option in every different context. Sometimes the informality of the remittances sector in a specific country can be a strength, not a weakness. He therefore urges for specific solutions for each different situation instead of the "one size fit for all" type of policies so common for Brussels.

Bruxelles, 16 octobre 2008 - A l'occasion de la Journée mondiale de l'alimentation, M. Jacques Diouf, Directeur général de la FAO, a salué en vidéoconférence depuis Rome les participants au Briefing sur la flambée des prix alimentaires. M. Diouf a offert de nombreux point de réflexion, rappelant comment les prix des denrées alimentaires ont augmenté de façon dramatique depuis 2006 et soulignant les causes qui ont déterminé cette situation : changement climatique, augmentation du prix du pétrole, épuisement des réserves, augmentation de la population mondiale, biocarburants, pour n'en citer que quelques uns. Les petits agriculteurs sont particulièrement touchés, et le nombre de personnes malnourries, déjà très haut, augmente de façon vertigineuse. La FAO a adopté plusieurs mesures pour faire face à cette situation, mais toutefois un effort global afin d'augmenter les investissements dans le secteur agricole est absolument nécessaire.
